This OU Admin belongs to a group account I made for them named OUAdmins,
What I have done is to delegate control with full permissions to a specific
user (OUAdmin) for an entire OU, this OUAdmin belongs to the OU managed by
him.
this OUAdmin, does not have any permission outside his own OU

I would recommend that, instead of delegating to individuals, you delegate
to groups that are located in an OU to which access is limited to domain
admins. This should make it easier to keep things simple and manageable.
